Add Support for Notices #529

It would be nice for admins to be able to create notices that would scroll along the bottom of the dashboard page (or some other place).

This could be used to notify users of incoming downtime, rule changes or other useful information.

I might give this a shot myself if it's of interest to people and I have time over the next week or so.

Please don't let it scroll along with the page. That can be pretty intrusive and annoying.

We can use our current alert UI. Maybe a timeout can also be added so it stops coming up as a notice.

I will add this to my backlog and if one sends a PR in ~2 weeks, will get to it

@lunny tbh mate, I'd totally forgotten about this and work is now far too hectic for me to look at it I'm afraid. If nobody has gotten to it once things get back to normal I'll take another look.
