Description

Hello, As we all know, in gitea , only user who have write permission can add Labels , Assignees or Milestone for a ISSUE or PR. that is reasonable in most cases, because, they are manage work.
but sometimes, managers may like contributors do it by themself, like add labels, or add Assignees or add it to Milestone even if they are not have write permission . so may be , we can add some optionts to choices for managers to allow contributors who don't have write permission to add label or add assigness or add Milestone. These is only my suggeston, thanks.
