Description

Users subscribed to an issue or PR that are not also watching the repo get no notification when comments are added to the repo.

Steps to reproduce:
User A creates issue usera/repoa#1
UserB subscribes to usera/repoa#1
User A adds a comment to usera/repoa#1

Expected: UserB will receive a mail notification
Outcome: only UI notification is received
