Non existent labels randomly appearing on issues #3474

Description

As title summarizes, in one of my issues (actually the one I created for testing purposes), some labels that I never created randomly appeared...
Bug confirmed on my server even after logging out, and even on a never logged in device.

After the link I provided on my own server is checked and confirmed (at least on 1.7.5), I will try (if suggested by Gitea devs) to update to the latest stable release to see if those non existent labels vanish as by magic...
