Currently issues can be edited by anyone who has permissions to edit them. The permissions model itself is confusing and likely warrants another feature request, but the worst part right now is not knowing when an edit has occurred.

It would be extremely interesting to follow a model similar to phabricator where any modification of text is a separate visual transaction where users can interrogate the deltas (reds/greens) of the change.

It seems like the phabricator model works very well where every issue has a description at the top and all users who can see that object can edit the description. But every comment on that issue is owned by the user alone, and can only be edited by that user. The most valuable thing is to be able to see when an edit has occurred and what the delta was in that edit.

This is an interesting feature and we'd be willing to fund it directly. We cannot bounty-source and we cannot easily donate to the project but we can contract directly with a developer(s) who want to take this work on as long as you propose a plan that upstream is willing to bite on. It would be the lowest risk for us to work with proven contributors or maintainers of this project.
