There is already the Add File feature, which is actually the same that the github documentation refers to.

Good catch. At the issue's time (2018) there is no "Add File" support to an empty repo.

Now Gitea supports adding/uploading files into a repo no matter it is empty or not.

So maybe this issue is completed?
