Feature Description

Using the ENABLE_PUSH_CREATE_USER setting Gitea has useful create-on-push functionality. However as these new repositories are created as private by default the user still has to manually go and set them to public if they require them to be.

Ideally this would instead be a setting where the user can cofigure this be either on or off.
