Description

I'm trying to upload multiple versions of package withr to the CRAN repository.

But PACKAGES.gz exclusively shows the last uploaded version.

I uploaded version 3.0.2: PACKAGES.gz shows it.
I uploaded version 2.5.2: PACKAGES.gz shows only 2.5.2.
I reuploaded version 3.0.2: PACKAGES.gz shows only 3.0.2.

In any case I can see all versions in the UI of gitea.

I cannot test this on the demo platform since packages seem to be disabled.
