Description

The issue is linked to #33206.

To replicate set priority labels to exclusive and set the sort order, so that the sort can be done by priority. After sorting the issues go to the last page, and duplicate issues appear below the last issues. These issues seem randomized from earlier pages. This does not happen if pagination is not needed.
