Environment:

Gitea 1.24.6

Issue

I have a repo with a master-branch and would like to add a specific user to the branch protection rule.
For some reason the user (which is an instance-admin and member of the "Owner" team of the organization the repo belongs to) does not show up in the dropdown list.

As far as the reason goes I can only speculate. But I think it might relate to the total number of users in the organization (currently 25) or the time the user joined the instance.
When searching for users to add to the branch protection rule it seems that newer users which joined the instance/organization just recently does not show up in the search.

Any help or suggestions are welcome... 🙂
