Feature Description

Each software package can be set to be public or not，I have two implementation ideas and suggestions here

  1. The permissions of the software package follow the permissions of the repository
  2. Each software package has a separate permission setting UI

Currently, Conan's repository is publicly available, and downloading software packages still requires account and password authentication
