I believe this is by design. The RSS link is aligned with the repository name, rather than placed under the commits list.

in this case it would be nice to have another link icon just for the branch commits feed, but it is just a feature request, not very needed if https://github.com/go-gitea/gitea/issues/35343 feeds docs will be available
