Feature Description

When intending to create a merge request, I might find myself manually opening /pulls from URL.
Now, when opening a repository's main page, creating a merge request for newly pushed branches is facilitated from the You pushed on branch banner.
This banner does not display on the /pulls page however, while it might in fact be all the more relevant there.

As such, I would suggest perhaps displaying the banner at /pulls as well.
(By this I mean not necessarily at the pages of individual merge requests, but rather at their index page.)
