Allow setting reverse order of Issue / PR time line #14665

Feature Description

Unless I am missing something but there is currently no way to reverse the time line entries in issues and pull requests (newest on top).

It would be great if we could change the order so we can see the newest changes on top of the time line.

Some Ideas

  1. Let the default be set globally for the whole gitea instance (lowest priority)
  2. (optionally) Allow override of default on a per Organization base
  3. Lastly allow override per User (highest priority)

The current way of visualizing would still be the default unless changed by admin or user.

Benefits

It would mainly help to keep track of big issues or pull request with many changes.
Otherwise it's mostly a personal preference.
