Whenever someone creates a PR, they are unable to change the target branch even though maintainers of that repo will be able to.

Is this expected behaviour? Should that be communicated in some way?

Gitea Version

1.23.3 built with GNU Make 4.4.1, go1.23.6 : bindata, timetzdata, sqlite, sqlite_unlock_notify

Maybe you need to test with a pull request read permission user.
