Feature Description

I didn't enable compression for Actions logs by default in #31761 because of some concerns.

However, since there are so many benefits of compression, I believe the plan could be: give some time to test it in a real environment like gitea.com, and if no users report any negative impact with compression enabled, we enable it by default. My idea is let's test it on gitea.com for at least 4 weeks, then enable it by default. It should be done before v1.23.0-rc.

I have enabled Actions log compression on gitea.com. If there are no reports of related issues after 4 weeks, I will open a PR to enable compression by default.
