In some special case, pull request creator add some new commits when reviewers reviewing it. Some pending reviews cannot be deleted after refreshing the page. Please show pending reviews in conversation so reviewers can delete outdated reviews directly.

#35077 will partially fix the problem, because the comments could be found when review special commit or commit range of the pull request.
