Greetings and Thanks for the good work,

This suggestions was already made in between a discussion here (#15504), but it was an other issue at hand.

Something like MAX_CREATION_USER_LIMIT and MAX_CREATION_ORGANIZATION_LIMIT
I think this would allow a more granular configuration, what is sometimes needed.
