Feature Description

On GitHub projects, it's possible to create a 'draft item'- this is an item that doesn't have an associated issue, but you can still assign someone to, has labels and a description.

This is extremely useful as it means you can brainstorm ideas without cluttering the issues list, and then convert them to an issue when you're happy it's fleshed out enough.

I'm aware that Gitea doesn't yet support separate item descriptions on project boards, so maybe this would need to wait for that.
