I'd like to be able to upload external commit responses for possible integration, such as sonarcube followed by a mechanism to implement the ability to conditionally accept or block code.

In bitbucket, it is possible to bind reports to a commit. In particular responses from sonqube or other systems. Based on the received status, the function of accepting a pull request for this commit can be blocked or allowed. For example API https://developer.atlassian.com/server/bitbucket/rest/v809/api-group-builds-and-deployments/#api-insights-latest-projects-projectkey-repos-repositoryslug-commits-commitid-reports-key-annotations-get
