Feature Description

I notice a couple repo hosting services employ a "Publish code as wiki" feature. It would be nice if Gitea offered the ability to push a git containing a wiki (likewise to add via filesystem).

My wiki applies to the entire organization with certain articles restricted by user/group. It would also be nice to have the wiki apply to an org much in the same way a package might.

I would love to see a variant of this, publishing the wiki for a repository directly from a repo folder itself on the develop branch, for example (this could be selected as proposed, but no need for an external repository selection),
