Vijay Janapa Reddi 6ebcac427c refactor(config): remove obsolete all-contributors config ...

- Remove config/dev/.all-contributorsrc (not used by any workflows)
- GitHub Actions workflow uses root .all-contributorsrc file
- Root file is more current (603 vs 589 contributors)
- Root file has correct paths (quarto/contents/ vs contents/)

This eliminates confusion and ensures single source of truth for contributors.
