Vijay Janapa Reddi dd9a4dc48d docs: CI variables inventory ...

Documents every vars.* the workflows expect, its current value, and
what changing it affects. Includes a "what's NOT vars-ified and why"
section explaining the deliberate exceptions (paths trigger filters,
log strings, mlsysim's pinned Python, sibling top-level dirs under
interviews/).

Also documents the workflow for adding new vars and renaming/moving
projects.
