Vijay Janapa Reddi 9f6165304c mlperf-edu: move reference implementations into mlperf.reference package 
The wheel previously shipped a third top-level package named 'reference',
a generic name guaranteed to collide in site-packages. Relocate it to
src/mlperf/reference/, rewrite all imports and dynamic module strings,
and drop the root-dir package discovery from pyproject. The wheel now
ships only mlperf and mlperf_edu.
