bug description
This bug causes Vegas Pro 18 to break upon loading a 1080 to even 480p.

reproduction steps
steps to reproduce the behavior:

  1. go to 'cobalt'
  2. download this video: literally any video that can support up to 1080p (even 480p)
  3. Import it into Vegas Pro 18
  4. Frame rate broken, video cuts off really fast (also moves really fast) and audio cuts off after some time.
