Plugins can extend a host plugin without a core change. A plugin declares
`contributes: { "<host-id>": { ... } }`, typed via the host-augmented
`ContributionContracts` interface, plus an optional `requires` list validated
at startup before any init runs. A host collects contributions with
`ctx.getContributions(hostId)` in its init, reading static declarations off the
plugin array so the result is independent of plugin registration order.
