Gustavo Valverde c36f8b8bd9 fix(core): prefer the workerd async_hooks entry over node ...

List the workerd condition first so Cloudflare builds that also set the
node condition still get the static-import entry, note the load-time
failure for Workers without nodejs_compat or nodejs_als in the
changeset, and simplify the smoke-test pattern.
