Bereket Engida 692d96bd49 fix(auth): identify accounts by providerId and accountId again

Remove the account issuer column introduced in 1.7.0 together with
account.identityStrategy, the accountIssuer provider option, and the
guided auth migrate plan/apply workflow. Accounts are recognized by
(providerId, accountId) as in 1.6.

Better Auth SCIM Plugin

@better-auth/scim adds an inbound System for Cross-domain Identity Management (SCIM) 2.0 service to Better Auth. Directory services can provision isolated Users, Groups, and direct Group memberships through bearer-authenticated connections.

The plugin supports a focused subset of the resource model in RFC 7643 and the protocol in RFC 7644.
