Add optional locale support to the Stripe billing portal endpoint so apps can control the portal language. Docs updated to show the new field and behavior.

New Features
- Accepts locale in the POST body (optional) and passes it to billingPortal.sessions.create.
- Validates locale type against Stripe’s supported locales and documents usage.
