I did something wrong, adding cache false will lead our CI too slow

Upgrade Turbo to 2.6.1 and restore task caching to fix slow CI caused by previous cache=false overrides. Also cleaned up turbo.json and refreshed the lockfile.

    • Bump turbo from 2.5.8 to 2.6.1 and update pnpm-lock.yaml.

  • Refactors

    • Remove cache: false from test and e2e tasks (deploy remains uncached).
    • Remove the knip task config from turbo.json.
