Why do we need to create a file named auth.ts in one of the following locations

Project root
lib/ folder
utils/ folder

and not, for example, in a folder I might call "dingdong"?

Describe the solution you'd like

I think it should be free to choose to place the files in any folder.

You can choose to place it anywhere.
The difference is when using the Better-Auth CLI you will need to include a --config flag to point to your auth config. (docs)
