Introduces a core UI layer that lets plugins render HTML pages via
auth.ui.handler. Includes a design system (OKLCH tokens, Geist fonts),
a thin client runtime (navigation, form actions, query params), and
Radix-style vanilla primitives (Dialog, Dropdown, Tabs, Accordion,
Popover, Tooltip, Switch, Select, Checkbox, OTP, Password toggle, Toast).
The admin plugin uses the framework to serve a dashboard with stats,
user graph, world map, insights panel, and a user management page
with search, pagination, and CRUD actions.
