I wouldn't say boringproxy is dead dead, just mostly dead. It does have some users so I would try and fix any serious bugs that come up, but I wouldn't expect many if any new features or fixing current problems.

I'm slowly working on a replacement that should bring a lot of improvements.

The forums have always mostly been used for support, so they're only active when people have questions.
