I'm thinking Joplin for a T-UI based notebook. While it does offer a GUI, it also has the ability to spawn as a TUI session. I can only assume that there are other applications that offer a similar experience

Yes, there are a few tools on this list that have multiple interfaces (text, gui, tui) and as long as the tui interface is interactive and supported I'm happy to include them on the list.
