Hey! Adding nocterm to the Libraries section.

It's a TUI framework for Dart that uses Flutter-like patterns (StatefulComponent, setState(), Row, Column, etc). Main features:

  • Hot reload
  • 45+ built-in components
  • Built-in testing framework
  • Theming support

Added alphabetically in "Other" since there's no Dart category.
