This PR adds a new top-level Apps section for mobile/desktop/PWA Terraform learning apps, refreshes the existing Terraform Academy entry under Learning and Studying, and adds the SRE Pro Tips blog under Tutorials and Blog Posts > Miscellaneous.

Why

Awesome lists for Terraform currently only cover web-based learning platforms. With native iOS/Android Terraform learning apps now in production, an Apps category gives mobile-first learners a discoverable place to find them and leaves room for future entries (other Terraform mobile tools, desktop apps, etc.) without forcing them into Tools or Learning and Studying where they don't quite fit.

The format follows the existing list conventions: alphabetized within each subsection where applicable, markdown link + short description, no emojis or promotional language.
