Added NTP section with implementations and links.

Resolving issue #423 by adding the requested NTP section to the Networking category. Added Chrony, NTPsec, and OpenNTPD.

    Yes, Chrony and standard NTP are foundational infrastructure tools I've used for system tracking.

    N/A - Essential network baseline.
