What is this Python project?

Debugger that can open clone of default python interpreter during program execution and then resume. Has ability to step code with various conditions and other magic commands like !where to show current location in code

What's the difference between this Python project and similar ones?

There are no other debuggers that are built around the idea of having python prompt with extra features, rather they have their own features and sometimes the ability to execute arbitary code.
