What is this Python project?

Inspector Tiger is a modern python code review tool / framework. (thg-consulting/inspectortiger#12)

What's the difference between this Python project and similar ones?

It is not a linter that warns you about whitespace nor finds that contains errors. It is a linter that helps you to find out which parts can be improvable and not pythonic.
