What is this Python project?

goatools

It is a package for performing enrichment analysis of gene-ontology (GO) terms based on Fisher's exact test. It can detect both over-representation and under-representation of GO terms.

What's the difference between this Python project and similar ones?

goatools implements several statistical models and procedures for correction of multiple testing.
