What is this Python project?

This python library allows access to the Radare2 reverse-engineering, binary analysis and debugging framework. It can return results in json format and is very useful for automating analysis of binaries.

What's the difference between this Python project and similar ones?

There aren't really many good options for binary analysis through python, atleast not with the feature-set that Radare2 offers. For this reason I think this library is a great addition to the list.
