Adds Tandem Comments to the Plugins section — Google Docs-style, quote-anchored comment threads for notes, stored in a fenced block at the end of the file so the prose stays untouched.

It is published in the official community plugin directory: https://obsidian.md/plugins?id=tandem-comments

Appended to the end of the Plugins table, following the existing format.
