Adds an open-source tool to the Altium section.

eda-agent is an MCP server that connects to a live Altium Designer session and exposes schematic, PCB, library and project automation, including design review, audits, and SVG rendering. Apache-2.0 licensed.

Added to the bottom of CAD Specific > Altium, following the contributing guidelines.
