Adds OpenRun to the PaaS section.

OpenRun is a self-hosted platform for deploying single-container web apps with Docker/Podman on a single node or Kubernetes for multi-node deployments. It fits the PaaS category alongside Dokku, Exoframe, OpenShift, and Tsuru.
