Adds Busleyden Guard to the Testing & Quality section. It provides an install-free public pull-request consequence preview and a publicly installable GitHub App that maps owners, tests, security evidence, and unresolved merge obligations.

For supported Python authentication changes, the installed workflow verifies causal test relevance: the candidate test must pass on the PR and fail against a targeted security-bypass mutation before Guard clears the obligation.

Disclosure: this submission comes from the team building Busleyden Guard. Public-repository installation is free; Guard Pro for private repositories is an optional USD 19.90/month subscription.
