Adds UACOS (https://github.com/caotiensinh/uacos) to AI Coding Tools.

Local-first safety and context layer that any coding agent (Aider,
Cline, Claude Code, etc.) can run underneath: AST-based context
compression, patch-scope safety gates with secret scanning, git-
independent transaction rollback, and a built-in local MCP server.
MIT licensed, Python.
