Adds git-native-issue — a distributed, decentralized issue tracking tool embedded in Git.

Why it fits this list:

Fully decentralized: Issues are native Git objects stored under refs/issues/, replicated via git push/git pull
Offline-first: No server, no API, no network required — works entirely locally
P2P sync: Every clone carries the full issue history, merge conflicts resolved automatically
Platform bridges: Optional sync to GitHub/GitLab when needed

POSIX shell implementation, 282 tests, GPL-2.0 licensed.
