Adds Ivy Tendril to the CI / CD subsection under Development process.

Ivy Tendril is an open-source AI coding orchestrator — think CI/CD for the coding itself. It manages multiple AI agents (Claude Code, Codex, Antigravity, Copilot) through a plan-based lifecycle with automated verification gates (build, test, lint, format, AI review).
