This is part 1 of https://bitwarden.atlassian.net/browse/PM-15380, second change will be placing the calls to increment the counts.

📔 Objective

  • store when a qualifying action has been completed by a user and be able to retrieve it to determine if we should show the app review prompt.

⏰ Reminders before review

  • Contributor guidelines followed
  • All formatters and local linters executed and passed
  • Written new unit and / or integration tests where applicable
  • Used internationalization (i18n) for all UI strings
  • CI builds passed
  • Communicated to DevOps any deployment requirements
