Verified bug. I am also observing this same behaviour on latest iOS Bitwarden app version (1.21.0) with latest iOS version (12.1.3).

Deleting a branch is permanent. Although the deleted branch may continue to exist for a short time before it actually gets removed, it CANNOT be undone in most cases. Continue?
